Technology
in service of community, creativity, and growth.
Strategic leadership with hands-on experience.
Whether as a full time CTO, fractional CTO, or as part of my consulting agency, I have helped many startups go from idea to execution. Whether you're looking for strategic oversight or just to get that first MVP off of the ground, I can help!
- Business Strategy → Technical Roadmap Let's look at your goals and constraints and turn them into concrete decisions about architecture, sequencing, and deliberate choices about what to build, buy, or defer.
- Team Building and Leadership Choosing the right team is tough. I can help build your team, support them through my initial leadership, and mentor and scale the team to grow to run itself.
- Risk and Information Security Startups carry technical risk but it's important to be aware of all of them even if those risks are ultimately accepted. Let me help make sound early architecture calls that will surface and plan for early risks, and help you own security, compliance, data, and scalability concerns early.
- A Credible Technical Voice If you need to speak to investors or partners during due diligence, help evaluating vendors and partners, or technical representation during board meetings, I can provide that voice.
Trusted guidance for the leaders you already have.
A little bit of advice can go a long way. If you already have an established technology team or you're not quite ready to build one, it still helps to have a trusted voice on call.
- A sounding board for your CTO I've been engineering hire #1 for more than one business, and one common desire every time was for someone to talk shop with. I can be a senior technical advisor to your CTO, giving them someone to think out loud with, someone to talk through half-formed ideas. Let me provide a safe and judgement free space to pressure-test decisions before taking them to the full team.
- Leadership and people coaching I started writing code when I was seven, and I've amassed a lot of technical knowledge over those years, but one of the things I'm most proud of is my ability to lead with empathy and to truly get to know and trust the teams that I build. Let me help with that interpersonal aspect of building your technology team.
- Filling knowledge gaps Let me advise in domains your CTO may not have as much experience in, with due diligence prep, or vendor and architectural evaluations, without ego or attempts to take over.
Experience and technology, when combined properly, leads to the most successful of events and teams.
I spent eight years on the board of Century Racing Club Association (as both Membership Director and President), the country's oldest and largest bike racing club. I have also run and/or sponsored multiple teams, and helped operationally with many events. I also conceived and operated a bespoke and heavily optimized timing and scoring platform for a premier international cycling event, the Red Hook Crit, which took place in Brooklyn, Barcelona, and Milan. I focused heavily on racial and gender equity in sport during those times, most recently culminating in the creation of Be Cyclocross, a racing team focused on bringing folks of color into bike racing.

“The team is called 'Be' because I wanted to show that we can exist in this space, and by existing in this space we can get more people who look like us to come and do this sport.”This Race Director Wants More Black and Brown Athletes in Cyclocross, Bicycling Magazine, 2021
“The company, which launched in 2007, designed a mobile app for the Red Hook Crit and quickly helped grow the event from an underground race to an international phenomenon.”
How dev shop hatchmap is connecting fans with cycling’s hottest race, technical.ly, 2015“Randy Locklair has a unique perspective that has led him to grow a successful tech company from the ground up right along side growing his family, and growing his local cycling community. But his most important impacts on the world may still be on their way. Full stop: If the industry follows Randy's lead, we might be in a pretty good place in a few years.”

Work in service of the growth of community.
I put a lot of my free time into community advocacy. Street safety, progressive politics, and gender and racial equity in sports are all causes near to my heart.
Alongside my client work, I take on a small number of discounted engagements for community organizations, mutual aid groups, and nonprofits whose work aligns with my own values.
If you're reaching out about advocacy work, let me know the organization, the community you serve, and what you're hoping to build or change. Mention that it's a community engagement so I can scope the work and pricing accordingly. My goal is to make good technology and strategy reachable for the people doing the work.
